The Able Freeport Incentives Package
At the Able Freeports, imports can enter the customs area without paying tariffs. Businesses operating inside designated areas across the freeport can manufacture goods using the imports and add value, before exporting to a number of international markets, without ever paying the full tariff on the original goods they imported.
Companies operating within the Freeport will be able to apply for duty inversion if the finished goods exiting the Freeport attract a lower tariff than the component parts originally imported. In addition, businesses will be authorised to use simplified import procedures and streamlined planning processes to reduce administrative burdens.
ABLE is a Freeport Customs Zone and Tax Zone Operator.
Authorised businesses can take advantage of the Freeport customs benefits.
ABLE sites can contain multiple businesses, helping create hubs for trade.
Our clients and tenants can be authorised by HMRC and operate inside designated customs sites in the Freeport and can store or process imported goods. Clients can then export or declare them for free circulation (home use) in the UK. Movements to and from the customs site will benefit from simplified customs procedures.
Benefits
Authorisation – Permits storage and processing activities in a Freeport customs site under one combined Freeport customs special procedure, instead of multiple authorisations.
Imports – Under the Freeport procedure an authorised businesses can make a simplified declaration for non-controlled goods and duty can be suspended on imports into a customs site.
Exports – Duty exemption is available on goods being re-exported from a Freeport customs site. For goods being released into free circulation, authorised businesses can instead benefit from flexibility on how duty is calculated when goods have been processed within the customs site.
Movement between customs sites – There is a simplified process for moving most goods between customs sites with duty remaining suspended, including customs sites at other UK Freeports, using a declaration by conduct.
Storage and processing – Goods under the Freeport customs special procedure can be moved between storage and processing without additional declarations. Goods can also be stored under duty suspension within a Freeport customs site until needed.

ABLE Seaton Port (ASP) Teesside Freeport Customs Zone
A multi-user port (51 hectares – 126 acres) near the mouth of the River Tees. ASP has seen considerable investment over the last decade including providing 635m of new heavy-duty deep-water quays.
It is the Group’s main operational centre, and its location is well suited to serving the needs of the offshore wind sectors, marine recycling as well as more conventional logistics requirements. The significant investment in a range of specialist lifting and product handling equipment provides a one-stop shop for the majority of contracts.
ABLE Middlesbrough Port (AMP) Teesside Freeport Customs Zone
This site is truly unique, offering large fabrication halls with numerous gantry cranes and floor rails already installed, alongside heavy load-out quays (6,000T Quay 10 and 4,000T Quay 8 & 9) and a heavy lift pad of 25T/m² (Quay 1).
It is located on the River Tees in the centre of Middlesbrough with good sea access and deep-water quays @ 4m.
The site encompasses 14.7 hectares (36.3 acres) offering 9,900m² of workshop and assembly space. It has six strong and dependable quays (including a 220m quay) that have been used for a variety of routine heavy-lift projects in the past particularly for the construction and exporting of offshore oil and gas platforms. Existing quays have a heavy-load out pad with potential to increase this further.
ABLE Clarence Port (ACP) Teesside Freeport Customs Zone
This 19 hectares (47 acres) site is in the heart of the industrial centre of Teesside and offers around 210m of river frontage.
The ACP site benefits from close proximity to the local Distribution Network Operators, existing 66kV and 132kV Extra High Voltage electrical networks, thereby providing ACP tenants with the potential for securing substantial electrical capacity. In addition, adjacent energy and utilities hubs provide opportunities for potential "private wire" supplies to the ACP facility.
The company are awaiting a decision for a planning application to construct a new 140m deep water quay supported by 30 acres of heavy-duty storage land. This will then provide a project quay suitable of handling the importation of large plant, equipment and PAUs for development on the seal sands, as well as providing facilities to import raw materials for the existing waste to energy power station and potentially for other clients on the seal sands complex. This will provide the benefits of reducing the construction times and costs of new industrial complexes on the seal sands.
Billingham Reach Industrial Estate (BRIE) Teesside Freeport Customs Zone
The Billingham Reach Industrial Estate (BRIE) site offers 55 acres ideal for Data Centres, Renewable Energy or Industrial Use. The land benefits from an extant planning consent and is situated within a 1-in-1,000-year flood zone, indicating a very low risk of flooding.
The site has been the location for a number of industrial projects and with its useful deep-water quays provides an ideal location for activities that are reliant on river access and transportation. The sites ground conditions allow for heavy load bearing exercises to be undertaken and individual plots can be altered to meet customer’s requirements (including the construction of buildings).
The BRIE site is located in close proximity to the local Distribution Network Operators 11kV, 66kV and 132kV networks with an additional 132kV Grid Supply Point (GSP) also within the near vicinity. This privileged location adjacent to existing major grid infrastructure, provides prospective ABLE BRIE tenants with potential access to High Voltage (HV) and Extra High Voltage (EHV) connection options within the local electrical distribution network. In addition, adjacent energy and utilities hubs provide potential opportunities for "private wire" supplies to the ABLE BRIE site.

Able Energy Park (AEP) Humber Freeport Customs Zone
Located on south bank of the Humber in close proximity to the Carbon Capture Pipeline, AEP is a development with approvals to provide 1,700,000m² of warehousing, external storage and transport depots to allow port centric logistics operations at one of the UK’s busiest port locations. Tenants will benefit from close proximity to the deep-water quays at AHP.
This on-going investment strategy has enabled the facilities to continue to develop and service our traditional markets as well as prepare for emerging business sectors like Offshore Wind.

Able Humber Port (AHP) Humber Freeport Customs & Tax Zone
The Able Humber Port (AHP) development will create UKs largest Super-Port on the Humber Estuary (South Bank) and has close proximity to the Able Energy Park (AEP).
AHP will be a bespoke facility to serve the needs of the burgeoning offshore renewable energy sector(s). The Development Consent Order received from the UK Government enables the construction of new deep-water quays and provides an extensive hinterland to support the manufacture and installation of offshore wind turbines.
The UK’s first public Electric heavy goods vehicle (EHGV) charging stations will open in Q1 2025. The new EHGV charging hub will drive the decarbonisation of future transport and logistics across AHP and the South Humber ports as new Electric powered HGV’s replace existing diesel fleets.
ABLE Immingham Energy Park (AIEP) Humber Freeport Customs Zone
Able Immingham Energy Park is located to the east of Immingham on the south west side of the River Humber opposite Immingham Port. The site comprises an area of partially undeveloped land, extending to approximately 30.20 hectares (74.70 acres).
The site has lapsed planning consent for B1, B2 and B8 and is zoned for industrial use within the local authority adopted plan. The site has full access to gas, water, electricity and drainage.
